This submission states that HPLS remains concerned that the amendments to theSummary Offences Act 1988 have the potential to have a impact on homeless people, particularly those in primary homelessness who spend much of their time living and sleeping in public places. This impact may be ameliorated to some extent by positive policing practices towards homeless people, as recommended by the Protocol for Homeless People in Public Places, as long as there is a strong commitment to implement the Protocol by NSW police across the State.
