Abstract
PIAC’s submission highlights the areas where the proposed Youth and Community Service Regulation 2010 (NSW), does not meet the human rights standards in the United Nations’ Convention on the Rights of Persons with Disabilities. The Regulation sets out conditions on licence holders of private boarding houses for people with disability. PIAC recommends that the Regulation be amended to protect residents’ human rights, including in relation to privacy; accessibility; freedom from exploitation, violence and abuse; and to live independently and be included in the community. The submission also recommends that the Regulation be amended to protect the tenancy rights of residents.
