Abstract
In November 2009 the Independent Pricing and Regulatory Tribunal of New South Wales (IPART) released an Issues Paper as part of the review of regulated gas retail charges for 2010 to 2013. IPART proposed to use Voluntary Transitional Pricing Agreements as a form of light-handed regulation, and outline retailer proposals for increases to regulated tariffs and charges. In response, PIAC points out the role of gas supply as an essential service and highlights the impact of tariff rises on low-income and vulnerable households.
